About Our Scholarship Program

As an integral component of the Presidential Amnesty Programme's strategic goals to reintegrate Niger Delta ex-agitators, a well funded scholarship program is available to candidates that want to acquire tertiary education from selected institutions in Nigeria. This formal education scholarship, like others over the years, is aimed at building capacity among ex-agitators that desire a better life.

Guidelines and Eligibility Criteria

Eligibility Criteria

  • • Recipients must be indigenes of the Niger Delta States (Abia, Akwa-Ibom, Bayelsa, Cross-river, Delta, Edo, Ondo, Imo, Rivers)
  • • Applicants must be at least 16 years old.
  • • For undergraduate programs, applicants must have sat for the 2025 UTME or be new entrants into 100 level programs for the 2025/2026 academic session.
  • • Awaiting results for WAEC or NECO exams are not allowed.
  • • For every academic session, recipients of the undergraduate scholarship must maintain a minimum average CGPA of 2.5 over 5.0 or 2.0 over 4.0 to remain under the PAP scholarship.
  • • Recipients of scholarships must not be involved in any act of misconduct or contravene PAP's regulations.
  • • PAP reserves the right to withdraw the scholarship offered in cases of any misconduct or if the information submitted is found to be false or misleading.

  • • Successful applicants may be required to undertake a written aptitude test and oral interview.

Requirements

For Undergraduate Studies

Candidates must provide the following documents:

  • • O'Level (WAEC/NECO) with a minimum of 5 Credits including English Language and Mathematics
  • • 2025 UTME
  • • Local Government (L.G.A.) Letter of Identification

For Postgraduate Studies

For Postgraduate applicants, in addition to all the documents listed for undergraduate studies, the following are required:

  • • Statement of Result or Degree Certificate
  • • NYSC Certificate

Note: If you were already a beneficiary of PAP scholarship, you must have graduated with a First-Class or Second-Class Upper degree to be considered. Sponsorship is discretionary.

Application Process

Follow these steps to apply for the 2025/2026 PAP Scholarship Programme

Check Eligibility

Verify that you are an indigene of the Niger Delta States and meet the academic requirements. For undergraduate programs, ensure you have sat for the 2025 UTME and have your WAEC/NECO results ready.

Prepare Documents

Gather all required documents including O'Level results (minimum 5 Credits including English and Mathematics), JAMB result, and Local Government Identification letter. Postgraduate applicants need additional documents like degree certificate and NYSC certificate.

Submit Application

Complete the online application form with accurate information. Ensure all documents are properly scanned and uploaded. Double-check that all information provided is correct and verifiable.

Aptitude Test

If shortlisted, prepare for and attend the written aptitude test. This is a crucial step in the selection process to assess your academic capabilities and potential.

Interview

Successful candidates will be invited for an oral interview. This is an opportunity to discuss your academic goals and demonstrate your commitment to contributing to the Niger Delta region.

Final Selection

Selected candidates will be notified and required to maintain academic excellence (minimum CGPA of 2.5/5.0 or 2.0/4.0) throughout their program to retain the scholarship.
